QUEZON CITY (Feb. 20, 2014) – Amid the denial of the officials of the National Irrigation Administration (NIA) – Caraga Regional Office which put the blame to bad weather condition, existing armed conflict, and problems with road right of way, among others things as the reasons for the delay in the irrigation projects cited by Agusan del Norte First District Representative Lawrence “Law” Fortun in his privilege speech, the solon strikes anew at the agency in a statement saying that “they should be ready with their well-crafted lies as they face a House investigation on this matter.”

The neophyte solon raised storm waters against the agency in a privilege speech delivered before members of the House of Representatives earlier this week over anomalous inconsistencies between its accomplishment report and its accomplishments.

Fortun went on his tirades by showing pictures of the alleged unfinished irrigation projects before members of the lower house, the very same projects reported by NIA Caraga to have either been completed or are nearing completion. “The pictures that were just shown do not lie… They show that the Status of Project Implementation prepared by the Irrigation Management Office of the NIA-Caraga Regional Office is replete deliberate with lies and misrepresentation. The inconsistencies and disparities are unmistakable. Ika nga ng mga abogado: “Res ipsa loquitor,” the solon claimed in his speech.

In a radio interview, the PIO of the agency pointed out that the project locations have been subjected to continuous armed conflict, and turned tables to the bad weather conditions, it accordingly being the ‘reason’ for what appears to be abandoned and unfinished irrigation facilities. The same NIA spokesperson also claimed that they had some issues on acquiring road right of way.

So that’s what they’re saying. They should be ready with well-crafted lies when they appear before the House. Let’s see if those misrepresentations would prosper before House members who are now very keenly awaiting the investigation” Fortun said in a statement.
